OUR ACTIONS IN THE WORLD

OUR GOALS

FEDERATION

– encouraging actors from the voluntary, political, parliamentary, media and legal sectors to work together ;

– assisting the Moroccan Coalition Against the Death Penalty (which groups together 11 organisations) ;

– boosting the first Network of Parliamentarians Against the Death Penalty in Morocco which brings together more than 250 MPs and senators from all political parties ;

– upporting the Network of Lawyers Against the Death Penalty in Morocco by encouraging exchanges of expertise and the creation of tools. Since 2015, the Network has held its first national Congress, published a study of the Moroccan Criminal Code and set up follow-up work on the conditions of detention of prisoners sentenced to death.

– encouraging the emergence of a Maghreb abolitionist network

STRENGTH

– consolidating the organisational structure of the Moroccan Coalition Against the Death Penalty and organising meetings dedicated to the development of strategic activities ;

– assisting the Network of Parliamentarians in terms of strategy (training sessions, creation of awareness-raising tools, etc.).

CONCRETELY

In 2016, ECPM supported the organisation of the General Assembly of the Moroccan Coalition Against the Death Penalty, organised in Rabat from 22 to 23 July and attended by 150 people. The organisation also facilitated the structuring of seven regional branches and organised three training workshops with NGOs, lawyers and parliamentarians.

ADVOCACY

– national and international campaigns ;

– supporting the writing of a draft law by the members of the parliamentary network, organising workshops raising awareness within parliament and publishing advocacy tools ;

– with its partners, investigations in prisons in order to analyse the conditions of detention of prisoners sentenced to death with regard to international standards, and encouraging the authorities to improve transparency ;

– facilitating the presence of Moroccan actors within UN bodies ;

– ensuring respect for the commitments made by Morocco at the Universal Periodic Review (EPU), the mechanism used by the Human Rights Council (HRC). On that occasion, the organisation produces alternative reports and organises side events within the UN structure in Geneva.

CONCRETELY

In 2016, ECPM organised several side events at the UN in Geneva and New York covering the resolution for application of a universal moratorium and OP2. In collaboration with its partners, ECPM led 15 high-level political meetings and organised several working sessions in Morocco with the diplomatic services involved in the international abolitionist movement.

EDUCATION

– developing a teaching programme with Moroccan middle and high-school pupils. Through visits to schools, this programme encourages meetings with abolitionist figures and witnesses, incarnating the horror of capital punishment ;

– creating teaching tools (teaching guides, board games, exhibitions, cartoons) and leisure tools adapted to the Moroccan political and cultural context ;

– facilitating the participation of young Moroccans in the international competitions it organises (drawing competition, moot court competition, etc.) ;

– proposing regional forums bringing together young people from across the MENA region ;

– raising awareness among the general public through cultural events: exhibitions of anti-death penalty work, film festivals, theatre performances. In particular, focus is put on the abolitionist argument in the Moroccan context at public debates to recall that the death penalty is not a deterrent and has no real religious justification.

CONCRETELY

In 2106, ECPM and OMDH raised awareness with nearly 1,300 pupils across seven cities in the country. The two organisations published a trilingual cartoon looking at the conditions of detention of prisoners sentenced to death in Morocco and Tunisia, and created a teaching guide for teachers. In 2015, ECPM organised the first film festival on the death penalty at the 7ème art cinema in Rabat, thereby alerting nearly 800 people to the issue.
