In order to take the abolitionist cause as far as possible and in parallel with its World Congress, ECPM is developing long-term actions in Central Africa, the Middle East, North Africa and South-East Asia. These actions hinge on 4 main areas:
ECPM has been involved in Lebanon since 2010.
ECPM is involved in Lebanon in partnership with the Lebanese Coalition Against the Death Penalty and the Association Justice et Miséricorde (AJEM), the Lebanese Association for Civil Rights (LACR), the Agence Française de Développement, Norway, Switzerland, the European Union Delegation in Morocco and the Fondation de France.
Since 2017, ECPM has been coordinating the project Accompanying local actors towards the abolition of the death penalty in North Africa and the Middle East, with the support of the Agence Française de Développement, Norway, Switzerland, the European Union Delegation in Morocco and the Fondation de France.
Which objectives ?
The objective of ECPM in Lebanon is multiple:
- Obtaining a reform of the Penal Code by promoting international instruments such as the resolution for a moratorium on the executions of the UN and the follow-up of the commitments made by the country during the Universal Periodic Review (UPR).
- Allowing the Lebanese coalition to participate in the main international abolitionist events. Supporting the coalition structurally and strategically in order to widen its number of members and allow it to be present throughout the national territory. Supporting the organization of general assemblies of the coalition by organizing training sessions for its members and by developing communication tools.
- Working on the establishment of a Lebanese Parliamentary Network against the Death Penalty, in partnership with the members of the World Action against the Death Penalty.
- Developing an educational program for young people by organizing interventions in educational establishments.
2014: ECPM co-organized with the Lebanese Association for Civil Rights (LACR) and the Lebanese Campaign for the Abolition of the Death Penalty a National Conference which brought together more than 200 people.
2016: ECPM facilitates the participation of a strong Lebanese delegation in the 6th World Congress against the Death Penalty organized in Oslo and in the general assembly of the Moroccan Coalition against the Death Penalty organized in Rabat. ECPM also allowed several Lebanese parliamentarians to take part in regional training sessions organized in Morocco.
2017: ECPM begins to coordinate the project "Supporting local actors towards the abolition of the death penalty in North Africa and the Middle East", with the support of the French Development Agency, Norway, Switzerland, the European Union delegation in Morocco and the foundation of France. February-March
2018: contribution to the Lebanon report co-signed by several civil society organizations at the Human Rights Council. February 2019: preview presentation of the Lebanese death row fact-finding mission.
